I live in a shared house and several of us connect to the internet via a wireless router. The administrator of the network is connected to the router with a cable (hard-wired, I think it's called). Is he able to see what sites the other users are accessing?

If he's really into computers and is smart about it, he could theoretically use a Packet Monitor to view stuff. But then again, so could you :) It's just a software you install on your computer that monitors traffic that's going on in the network.
The only thing he could do as an administrator that you can't is deny you access to the network. If it's a shared house and you pay part of the internet bill, then he shouldn't do that.

You can't, he is the Admin, he can do wahtever he wants in the router setup to monitor anyone using it.
