How do I limit the bandwith of another user using my router?

I use the main computer with the DSL, but my cousin connects to the same router and she uses up so much it makes my net surfing SLOWER and it's irritating. I want to make less go to her cable, is this possible?How do I limit the bandwith of another user using my router?
